In spite of all preventing rules and measures, oil spill incidents cannot be prevented always, and large oil spills keep occurring. The conventional technologies and procedures developed to respond to oil spills in temperate waters (as used in the Gulf of Mexico) are strictly conditioned by weather and do not apply to the hurricane season, while simply being not transferrable to the Arctic region. The availability of an appropriate method, equipment and skills permitting tactical readiness for immediate action and rapid containment even on iced seas or stormy seas is an imperative need for the oil industry.
